Seaside Park is a small borough on the Barnegat Peninsula, the barrier island that runs down the Ocean County coast. It is a narrow ribbon of land β Barnegat Bay laps the western bayfront blocks while the Atlantic breaks against the dune line a few streets east. Seaside Heights sits directly to the north, but the Park is the quieter, more residential neighbor: a grid of cottages and family homes along Central Avenue, Ocean Avenue, Bayview Avenue, and the lettered SW and SE streets, on tight sandy lots built shoulder to shoulder. To the south the developed blocks give way to the dunes and maritime forest of Island Beach State Park, one of the last undeveloped barrier-island stretches on the East Coast.
That two-water geography is exactly why dog waste canβt sit. On a barrier island there is very little buffer between a sandy lot and the water β a heavy rain can carry whatever is on the ground toward the bay or the ocean. Barnegat Bay is a shallow, slow-flushing estuary that has been the focus of state water-quality efforts for years, and pet waste is one of the documented non-point sources of bacteria in coastal waters. The protected wetlands and beaches of Island Beach State Park to the south feed the same fragile system. Bagging and hauling waste offsite every week is the simplest way an island owner keeps it out of the bay and the surf the whole town swims, crabs, and fishes in.
